Atria Terms of Use
Version 1.0.1, in force from 8 November 2026. Text for the pilot; the version reviewed by our lawyer will replace it. This is a translation; the Romanian version prevails.
1. Who we are
The Atria portal (atriaurbanism.ro) is operated by NARLA S.R.L., CUI 55631866, Bucharest ("Narla", "we"). Contact: contact@narla.digital.
2. What Atria is and what it is not
2.1. Atria reads the documentation submitted for planning certificates and building permits, compares it with the applicable rules and prepares a pre-check note.
2.2. Atria is a support tool. It does not issue administrative acts, does not take decisions and does not replace the review by the official or the designer's responsibility. The decision on each dossier belongs exclusively to the person competent under the law.
3. The account
3.1. The account is created with the email address of a Romanian public institution, confirmed through a link sent by email. A personal email address can be used only with an access code issued by Narla.
3.2. The first account of an institution becomes its owner. Colleagues from the same institution join only with the owner's approval.
3.3. When you create the account you accept these terms and acknowledge the Privacy notice, through the mandatory tick box in the form.
3.4. You take care of access to your account and tell us immediately at contact@narla.digital if you suspect unauthorised use.
4. What you agree to do
4.1. You upload only dossiers that your institution has in progress and that it has a legal basis to process.
4.2. You use Atria for professional purposes, on behalf of your institution.
4.3. You do not try to bypass the security measures, to access data of other institutions or to extract the content of the service automatically.
4.4. You check every finding in the pre-check note before using it in an act or in an official communication.
5. What we guarantee and what we do not
5.1. A value appears as "verified at source" only if: the document is a native PDF (generated directly by the software, not scanned); the value is anchored to the page and the text it was read from, and these have not changed; the value is an exact number, with its unit of measurement; a person has confirmed that the value refers to the right object and the right indicator, seeing the context in the document.
5.2. Calculations (for example POT and CUT) are made by deterministic code, not by an AI model.
5.3. We do not guarantee: values read from scanned documents, which are only proposals and must be confirmed manually; automatic detections, which are only warnings; that the note covers all legal requirements applicable to a dossier; the correctness of local rules (PUG, PUZ, regulations) that have not been confirmed by the institution; that the portal works without interruption.
6. Liability
Atria prepares, the competent person decides. Narla is not liable for decisions taken without checking the findings as set out in art. 4.4.
7. Data in the dossiers
7.1. For the data in the dossiers, the institution is the controller and Narla is the processor, under the data processing agreement concluded with the institution.
7.2. Dossier files are deleted automatically 30 days after the check. You can also delete them earlier, from the portal.
7.3. To improve the service we use only anonymised derived data: technical numeric values, the document type, corrections made by users and error statistics. These contain no names, addresses, personal numeric codes (CNP), cadastral or land book numbers, images or free text from the dossiers. We do not use the dossiers to train AI models.
8. Intellectual property
8.1. The portal, the code, the checking rules and the format of the notes belong to Narla.
8.2. The uploaded documents remain the property of their owners. Narla acquires no right over the plans, reports or other works in the dossiers and processes them only as far as the service requires.
8.3. The generated pre-check note may be used freely by the institution in its work.
9. Free pilot
During the pilot, Atria is offered free of charge to the participating institutions. Any move to a paid form happens only through a separate contract signed with the institution. Nothing is invoiced automatically.
10. Suspension and termination
10.1. We may suspend an account that breaches these terms or endangers the security of the service, with notice as soon as possible.
10.2. You can close the account at any time, by email to contact@narla.digital. The remaining dossiers are deleted under art. 7.2.
11. Changes
The terms are versioned. We tell you by email at least 15 days before an important change. Earlier versions remain available on request.
12. Applicable law
The terms are governed by Romanian law. Disputes are settled amicably or, failing that, by the competent courts.
